When I fill the tank full, the gauge only shows three quarters of a tank. Could this be a constant voltage regulator, and how do I locate it?

probably faulty sending unit in tank. will need to disconnect sending unit connector and test with ohmmeter. if tank is half full than ohm should be 29 - 37. almost empty it should be 103-117. almost full should be 1-5. if any reading is wrong than sending unit needs replaced.
