1989 Mazda b2200 starter wont engage starter relay?

When I turn the key a clicking noise is heard and the engine will not turn over. I had the battery and the starter tested they are both working. The ground cable and battery connections seem tight. Would it be a starter relay and where is that located. The check engine light was on prior to this happening.

No starter relay-check and test the inhibitor switch on the tranny and ignition switch-most likely its gonna end up with the switch, if battery and connections are good-BTDT
