1987 Mazda b2200 blower relays

The blower does not work on setting 1 or 2 but does blow on settings 3 and 4. On settings 1 and 2 the a/c light on the button lights but no blower. On settings 3 and 4 the blower works but the a/c light on the buttton goes out. Is this a relay or switch or what?

Replace the blower motor resistor
