Why does the air bag light keep blinking and although servericed numerous time the air conditioning only work when driving on the highway. While driving in the city it blows warm air thank you

Airbag light is blinking probably due to problem. Have someone check the codes for airbag system. As far as a/c do you have a set of manifold gauges you can hook up and give me the pressures.
