1998 Mazda 626 4 cyl Front Wheel Drive Automatic

The Timing belt tensioner spring failed causing the belt to jump. I replaced the timing belt and tensioner spring. I have checked three times over to make sure i was in time and that my marks lined up. The timing is correct and the car will not fire. I did a compression check in all 4 cylinders and i only build 30lbs of compression in each cylinder. WHAT IS GOING ON?

Put the engine on TDC/0deg on compression stroke-look where the rotor button is pointing at is at no.1 cap tower or on no.4
