1996 Mazda 626 Water Pump

I went to an auto mechanic at a chain shop and he told me that my water pump was leaking (he showed me where and I knew there was a leak previously I just didn't know where). After going on a website that he told me was federally regulated he said the final cost could run between $700 and 800 dollars. I understand changing the timing belt needs to be done as well, but what accounts for such a steep price? I mean $800?! He's saying if it takes him less time than what the guidelines suggest then he won't charge me all that money.
