1996 Mazda 626 Excessive Fuel Consumption

Engine Performance problem
1996 Mazda 626 All Wheel Drive Manual 165000 miles

Everything in the car seem to be working alright. However, the fuel consumption is alarming. It takes about 3liters per kilometer. In the fuel mechanism of product, what part of the engine/car could be responsible for this abnormality and what can be done. I need help. The cost is excessive.
