1995 Mazda 626 Pulley Bolt

I am currently in the process of replacing the water pump in my mazda. I'm down the the pully where the timing belt is, then bolt on the pulley will not come loose. Have used air tools w/ up to 200 lbs of pressure, it doesn't show any sign of rust, what would you suggest to do?

which one ? crank pulley ! use a hammer and an old socket give it couple of good hits or I dont like it but use a bit of heat let it cool and try again
