1993 Mazda 626 spark plugs oil wet

after driving the cart for a short period of time I notice the RPM gauge fluctuates between 1000 and 1500 with the car parked sometimes goes under 1000 and stalls,if I'm driving it it stalls when I come to a stop.
I take the spark plugs out and and there's engine oil on them this happens even after I changed the valve cover gasket.I appreciate if some one could help me.Thanks.

Do an engine compression check to determine if its valves/stems/seals/guides/rings/cylinder wear
