2004 Mazda 3 Air volume from heater

The heater motor is not operating at any speed. Hot air comes through at a very low volume. Do I need a new blower motor, or is it possibly the resistor that needs to be replaced?

Check for voltage at blower motor if present then motor if not check at resistor if present replace resistor if not then check at blower switch.
