The left-hand turn signal flashes quicker than normal, just like it would if there was a blown bulb, but all of the bulbs light up. The right-hand side works properly, so I need to find out if the problem is the flasher module or the turn signal relay (IGN E ?). I am not sure if either of these components will allow one side to malfunction, but allow the other side to work properly. Any suggestions ?

I would recommend starting with the flasher. Chances are that is the problem and it is a cheap repair.
