Changed the oil and oil filter and also the oil pressure sensor/switch, but still says low oil pressure on dash and won’t start. Any suggestions?

The low oil pressure warning light will remain on until the vehicle starts. If it starts and the light remains on, then an oil pressure gauge will need to be installed to verify that there is good oil pressure,40-60 PSI hot is the specification.

What would cause it not to start. I was told there is a sensor that shuts the engine down to keep it from locking up if there is low oil pressure.

That is true, but can I ask if you had this problem before the repair?
