When I first start the engine, rpm fluctuates between 400, and 1,200 rpm's about 4 times then settles out at 800 rpm's.

When I put my truck in gear the engine shuts off. Also it stalls at stop signs and red lights, then starts right up. I have had to learn to drive with one foot on the brake, and other foot keeping the idle up to take off again. Take off from a dead stop seems sluggish, but when I drive above 25 mph, I have no issues whatsoever

I have changed the IAC, TPS, Inline fuel filter, and added Berrymans Additive for possible bad gas, and sprayed carburetor with Berrymans Carburetor Cleaner.

After all this I have seen a lot of improvement, however the problem still exists.

Hello, I'm Danny.

First thing I would suggest is to get the fuel pressure. You may have a weak or failing fuel pump causing this condition. If you don't have access to a fuel pressure tester most auto parts stores have a tool loaner program and can rent you one. Here is a tutorial showing what is involved:

https://www.2carpros.com/articles/how-to-check-fuel-system-pressure-and-regulator

The fuel pressure for you truck should be 9-13 PSI. It's common for the 2 fuel injectors in the throttle body to get gummed up after time and require replacement.I can provide details if needed for replacement.Hope this helps and thanks for using 2CarPros.

I got the fuel pressure tester. I don't have a port, so I connected a T fitting in the fuel rail. Upon turning the key, no pressure appeared. Upon starting the pressure read to be only 2 psi. Is this possible?

Hello again.

As I stated earlier in the post the fuel pressure should be 9-13 PSI. Having only 2 PSI shows the pressure to be way too low. It sounds like a weak or malfunctioning fuel pump. Here is a tutorial to view for changing an in-tank fuel pump:

I've attached 2 picture replacement steps below showing what is involved.Hope this helps and thanks again for using 2CarPros.
