Hi,
There are two fuses, one for each side, that can be blown. However, first I want to confirm the relay is not the problem.
When you jumped the relay, did you jump pins 30 and 87? (see pic 1)
Next, if those are the ones you did, is there power at pin 30? If there is and the lights didn't turn on when jumped, confirm fuses 7 and 9 are good in the under hood fuse box. See pic 2.
If you look at pic 3, I highlighted the relay and fuses to check. Please confirm there is power to and from the fuses as well. Here is a link you may find helpful:

Let me know what you find. Also, is there any chance that both low beam lights are bad? I've seen it a number of times. One burns out and isn't noticed, and then the other goes. LOL
