Low beam headlights went out completely

Low beam headlights went out completely. High beams work fine. Where is the headlight relay located? My Haynes book shows 3 fuses around the relay, but there are only 2 in the fuse box. Is the other one a fusible link?

I took the steering column covers off to try & ohm out the combination switch, but the connector is different than those described in the book. It's a 16 pin connector that only uses 11 pins. The ones they talk about in the book are a 10 pin connector and a seven pin & 4 pin. Connectors option.

Any help on this problem will be greatly appreciated.

I don't have access to a wiring diagram for your specific vehicle. But, did you check the low beams that the filament inside is not open? Measure ohms across the low beam electrical connections. What is the measurement for both?
I was able to find the headlight relay (there is two relays) in the fuse box.
