low beam aimed too low?

replaced bulbs with xenon halogen bulbs and now the light throw is way too low. The dial adjust does very little and is intermittent when trying to change the dial. The manual adjustment does nothing.

That shouldn't happen if they are the correct bulb as they are standardized to have the filaments in the same position for each bulb number. So say it's a 9006, all 9006 bulbs should fit and not change the beam position. If yours has HID lamps it should be Nissan 26297-9B90A AKA Wagner or Phillips D2R. If you have halogen lights it should be Nissan
26296-9B92B AKA an H11 type. They are not interchangeable though, the reflector design is different.
