Low air flow and no AC/Heat in the rear?

Last summer, I noticed that my rear vents were blowing outside temperature air instead of A/C. I tried from the front controls and from the rear controls as well. No AC, just ambient temperature.

This early winter, same deal with the heating. Rear vents are blowing outside air temperature even if I am on Heat. Tried both front and rear controls.

Front vents are working fine as far as temperature control goes. But I am now noticing that even on full front blast with 2 out of the 4 vents closed, I'm getting low air flow through the vents.

This is starting to be an issue as I can't use my rear vents for controlling the temperature in the car and the front vents are low air flow. I'm having a really hard time heating the car when it's mildly cold outside.

I've changed the cabin filter without any change in air flow/rear temperature control. Maybe the rear temperature control and air flow issues are unrelated?

It sounds like you have a mode actuator in the rear A/C that is not working, please remove the plastic covering to expose the rear HVAC unit. Once this is done work the controls should be able to feel the actuators working. here is the location of the mode actuator so you can check it out and if it does feel like it is working replace it. Check out the images (below). Please let us know what you find.

I changed both rear actuators today. They were indeed both faulty. As in non-functioning, they were not moving when selecting the different options. The one selecting between floor or face vent and the one selecting between cold or hot.

Removing the air vent shroud, I can see them both working properly now when I select the different options from the control panel.

I did let the car run for 15 minutes (making sure the engine was hot) and tried to see if I was now getting hot air in the rear. No hot air. I can see the actuator working and switching between the hot and cold path but the air is not getting warmer when on the hot setting.

What could prevent the air from getting hot?

Please check the heater hoses running to the rear heat core to see if they are hot, if not it sounds like the rear heater core is clogged. Here is information on the rear heater hoses. Also check the coolant level when the engine is cold. Check out the images (below). Please let us know what happens.
