With position with number one at top dead center with exhaust valve closed where should the other side be?

I'm assisting a friend who attempted timing chains and guide and tensioner replacement on the vehicle listed above. He disassembled it and rotated both cams because it did not look like they were in the right spot by the DOT which would be the 11:00 on the passenger side right and the 12:00 position on the driver side left it's a good thing the key way was at the 12:00 position when he done this or he wouldn't have been able to without possible damage. I need to know in order to help him how to put each side back in the position they need to be in in order to time it correctly I know the firing order is 13726548. Should I rotate the driver side right cam 1324 until it goes back to number 1 at top dead center and exhaust valve closed on the compression stroke and the driver side left 7658 until I go back to number 7 I know the crank keyway will need to be at the 12:00 position to do this.

Yep, this is a procedure so damage to the intake or exhaust valve does not occur. This video shows you exactly how to do the job.

Ken L thank you for the video except for it was for a 5.4 L 3 valve engine with cam phasers and I'm helping with a 4.6 L 2 valve without cam phasers my question is, when I turn the motor over two times will all three dots of line up and the same spot they started from.

No they will not, once the chains are on and you turn the engine over the dots will not line back up. Here are the timing chain marks to help you but I think the valve procedure is the same so I would watch the video to see what I am talking about. If you don't follow the instructions, you can bend the valves. Even though there are no cam phasers the instructions are the same FYI. Check out the images (below). Please let us know what happens.

Ken L, thank you for the diagrams on the timing. I have done hundreds and I mean a couple of two or three hundred timing chains single cams and they all go back to the same position when you turn them over twice and I know the 4.6 L 2 valve Ford engine is totally different maybe I'm just stuck in the old school way but it seems like if I turn that motor over enough times all the Timing marks should line up where they started from eventually am I wrong about this?

The marks do come back eventually but not turning the motor over twice, more like 20 times. On LS engines or camshaft in block engines you can turn it twice but not over cam engines and they line up, please go over this guide:
