Will not start after replacing ignition system

Lost the key. Replace the ignition system with a new one and it still won't start. The theft light is flashing fast and then it flashed a code of 13 I think.

The security system needs to be programmed to work with the new keys. This will require a dealer level scan tool or an automotive locksmith, which is usually cheaper, to program the PATS system to accept the new keys. The other option would be to have either one simply use the VIN to contact Ford and get the original key code and cut a couple new keys to match the original ignition set up, then delete the old keys and add in the new ones.
