Lost power driving and refuses to start.

Description of Problem: Car lost power driving twice then died. Won't start now. Starter clicks once only. Starter and battery are both good. Item appears to be wedged between a pulley and it's housing. Could that stop it from starting since the cranking amps aren t very high? If so is there an easy way to dislodge it without removing everything? I have pictures.

I LIGHTENED AND BLEW YOUR PIC UP. IT STILL DOES NOT SHOW UP WELL. IT IT PART OF A BELT OR A CHUNK OF WOOD?
