Just finish putting the fuel pump back on and tried to get fuel back into the line. After I put the key in and tried to get fuel flowing I lost all electrical power. Can the fuel pump motor do that?

I doubt that your fuel pump would have caused that to happen. Most likely, it would have blown a fuse rather than cut the power to the whole electrical system of the car. The first thing I would do is check the battery cable connections. Loose cables can wreak all sorts of electrical havoc on your car. Here is a guide on cleaning and tightening cables: https://www.2carpros.com/articles/everything-goes-dead-when-engine-is-cranked

If that does not do it, then the next thing I would suggest is checking your fuses in the under hood fuse box.
