It appears the only way that you can bypass this is you need to jump the starter enable relay and the ignition switch.
The way this works is the key is turned and if the key matches the decoder module resistance, then it grounds the relay and the voltage from the ignition switch is used to command the solenoid on.
Take a look at the diagram where I show in red the two places that need to be jumped. You need power going to the relay so you have to jump past the ignition switch with 12 volts. Then you need to bypass the decoder module by using that voltage to jump the relay so that you are not relying on the relay to close the circuit.
