I lost both my keys to my vehicle listed above 140CR. Is it possible to code a new key to the ECU? And delete the old one's?

If you contact a dealer they can have new keys made to match your VIN number. Then you just have those programmed into the system. The dealer will want proof that you are who you are and that you own the car. A locksmith who does automotive systems can also do this and likely be cheaper than a dealer.
Most systems can be cleared of old key data.

I contacted a local locksmith, removed the car's key cylinder and gave him. He said he can help me regrading the same. But I still not sure if he would be able to help me in getting the key coded to the ECU as I do not have any spare keys with me nor the password to the keys.

Cutting the keys is usually the easy part. You might need to have a dealer do the programming if the locksmith does not have a programmer.
