loses power, does not reach all the boost psi limit

I have an ecoboost. when i hit all the gas it always gets to 20 psi. the problem is that recently when i do the same thing the psi only gets to 10 and the car feels slower and it does not reach the redline. when it happens i shut the car off and turn it on again and the problem goes away. what could it be?

have it scanned for codes first probably a sensor or something is messing up causing it, especially if you turn it off and it works for a minute.
