Loose shock absorber?

I had a knocking and found front right shock absorber top washer rubber was off and there was a gap now between body and washer. I have now replaced both front shock absorbers, however I cannot get the top washer/rubber to press against the body as it has already contacted the bottom nut. The top nut is tight and pressing the washer against the bottom nut. The parts are correct and assembled correctly (I believe) with taking care to ensure coil spring is pressing against bottom locator and top mounting support locator.

Please see pic attached. The top nut should press the rubber firmly against the body but already bottomed out against the bottom nut underneath?

Hello,

The top plate/rubber, called the rest cup, functions as a stop so that the suspension strut does not drop out of its mounting point when the vehicle is raised.
If the rest cup and rubber where to press against the body, it would be nearly impossible to turn the steering
