loose fuse terminals?

Amplifiers in the trunk aren't working so I checked the fuses under the hood and noticed that there weren't any fuses in the slots (2 x 30amp in slot 13 and 15). So, I inserted said fuses and found that they were loose.

Please remove the fuses and use a flashlight to see if there are terminals (brass) in the fuse holders, there are many fuses slots that are not used in fuse panels. If there are not terminals then no fuse belongs there.
