2005 Lincoln Town Car Headlight won't turn off

The left low beam head light will not turn off even after the switch is off as well as the ignition. I pulled a few fuses until it went off to see what it might be. I found that it went out when I pulled the 15A fuse from the "LCM (High Beams), Multi-Function Switch (Flash-to-Pass)" slot. I haven't been able to find any other information on what this might be. If you can help it would be much appreciated.

The headlights work in tandem via the multifunction switch and if only one light is staying on, the most likely fault would be the lighting control module located under lower left side of dash.

Pulling the fuse described would disconnect the power supply to the lighting control module.
