1999 Lincoln Town Car locked in gear

My daughter didn't completely stop the car before putting it in park She was only going maybe 1-2 miles per hour.The transmission lever will not move at all, when started up. I have checked all fuses and their fine. Relays I couldn't check. I have turned the key to on without starting it and it wouldn't move. I have gone under the car and tried to manually release the linkage ,no luck. I've disconnected the battery to try and reset,no luck.My brake lights are not working either is their some correlation maybe since you need to press the brake to release the trans lever out of park. Is their possibly a sensor in the trans oil pan? I've exasperated my limited knowledge to no avail. Thanks

A problem with the brake switch will cause your problem-get it checked out if okay have the shift interlock control system tested could be the shift lock control solenoid.
