1997 Lincoln Town Car stop light will not work

my side brake lights will not come on.. even tho the center window light does when i push the brake pedal.. ive checked all fuses and even changed the bulbs... i have tried everything i can think of.. much help if you have a solution for my problem

Check fuse no.1 and 16 15amp if okay-test the multi function switch the power to the bottom brakes goes thru there.
