1997 Lincoln Town Car signature series ,steering wheel cont

I just bought this car yesterday and the dealer said he knew it needed a cruise contol module. My question is none of the buttons on the steerig wheel ; climate control, radio , horn or the cruise control work. Would the cruise control module keep all of these handy little buttons from working?

No, but a bad clockspring in the steering column would.
You would have an airbag light on also if this were the case
