1997 Lincoln Town Car heat stays on constantly

when I changed my dash control from air to heat I got a weird moaning sound that fanily stopped. now when I try to get the air back on, all I get is heat out of the dash vents. Checked the vacum lines from c/controls under the dash and all have vacum when you go through the options on the controls.
any suggestions?

Could a problem with the air mix/blend/mode/recir doors or vacuum and actuators
