1997 Lincoln Town Car blower motor

The blower motor wont come on all the time. It will sometimes come on with no problem or else it will "Rev" or stop and go until it comes on and stays on.

Check and suspect the blower motor at 1st
Disconnect motor place switch at high and check for power and for ground if have both motor at fault
