1996 Lincoln Town Car Engageing the air compressor clutch

I am trying to get my air compressor clutch to come on I check the relay it is good but the actuator sometimes make a clicking noise. I know it needs to be replace but the compressor clutch still should engage how can I get it to engage?

I will only egage if you have enough pressuer in the system,(refrigerant)
