1995 Lincoln Town Car Hot air from vents

1995 Lincoln Town Car V8 Two Wheel Drive Automatic

All I get is hot air from the vents! The AC seems to be working if you check the Freon level and look at the cold line. Somewhere there is a vacuum switch that changes the hot air and cold air and it must not be working. I used to hear a muffled "clunk" when the AC was on. Now I don't hear it.
Where is that vacuum switch located? Can I just temporarly bypass it if I need to?
