when excellerating my car sounds like its backfiring and its ruff feeling just kinda putters along but its not to noticable when keeping at a speed also does it during idling what could be wrong?

i changed the fuel filter and put the treatment in the gas to remove water but still drives the same what can it be spark plugs? will someone answer this for me?
