1994 Lincoln Town Car Fuel

I'm having sluggish performance (loss of complete power) in lower speeds. Changed out fuel filter, and it works okay for awhile and then starts doing it again. I know it's fuel and I know it's total loss, not just one injector or another because it cuts out completely.
When I take out the fuel filter and physically blow through it I can discern blockage, but I'm having to do this every ten days or so now.
I'm keeping the tank as full as I can all the time, but it's an older vehicle, was parked a long time when I bought it, so I'm wondering if I have so much sediment built up in the tank itself that I just keep plugging it up.
Or, would a semi-plugged fuel regulator act the same as a plugged fuel filter.
I can clear it, but it doesn't hold for more than a week and starts over again.

Check the fuel pressure and make sure the fuel pump is producing the correct pressure-could be that the in tank pick-up sock is partially clogged-up
