1992 Lincoln Town Car Failed HC Emissions Test

Just had my car inspected, passed all emissions tests except for the HC. It said my HC was too high. Is their a way to reduce the HC myself without spending too much money or is it something a mechanic should do? If there is myself, how so?

Do an oil change! Then run the car for half an hour before the restest, don't turn it off while waiting for the inspection.
