1991 Lincoln Town Car No power to wiper motor

1991 Lincoln Town Car V8 Two Wheel Drive Automatic

My Towncar wipers do not work. I have checked the fuse. It is not the motor. It is not the multifunction switch. I cannot find a schematic, is there a fuselink or relay between the multifuntion swith and the wiper motor. If so, is it in under the steering wheel (inside) or under the wiper motor (engine compartment)? What color wire is it?

There is an interval governor, for the intermittent wipers, its on drivers side above air bag module, how do you know the multi switch and motor are good? Already changed them?

I found the governor. Pulled it out and found that the PWB inside the module had an exposed circuit trace which was blown open. I soldered a wire jumper to repair the circuit on the board, than reassembled the module back into the car. The wipers now work fine. Thanks for your help.
