1990 Lincoln Town Car V8 Two Wheel Drive Automatic 102k miles

When the temperature outside is below 30 degrees, my 1990 Town Car will not turn over. Turn the key and nothing. No clicking sound…only silence. When the temp is above 30, the car starts normal. In the last week I have replaced starter, solenoids, and battery. Still the same.
Oh yeah, the car sits outside.
