1990 Lincoln Town Car variable speed wipers

Variable speed on wipers does not work. Is there a control box for this somewhere under the dash, or does the wiper motor incorporate a control mechanism for variable speed control, which would mean wiper motor replacement???

ALL OTHER POSITIONS SEEM TO WORK. Even variable spped works sometimes, but terribly or not at all.

On town car it's to the left of the steering column on the column support brackett.

There is a bit to test it properly, starting with the switch continuity, motor current draw test...Do all other positions work, low thru high?

all positions seem to work except variable speed. varable speed positions want to work, but just flutter a bit.

If the wipers start and stall part way into the sweep, you need the wiper motor.
