Hello, I have a 1990 Lincoln Town Car with a new fuel pump, filter, etc. My fuel pump is not kicking on and has been checked. I ran a diagnostic on the car and got a code 95 for fuel pump secondary circuit failure from eca to ground. What is this and how can I fix it? I put in a new fuel relay today and nothing.

Check and test the EEC Power relay it powers the fuel pump relay and the inertia fuel cutoff switch

Checked both of them. Inertia switch is down and eec relay is good. Next? I am still lost.

Check fuse H in the engine compartment fuse block if its blown

I also checked that and it is good. I am at a loss. Any change my ignition module or anything like that could have anything to do with it?
