We removed the fuel pump relay and replaced the blown 20 amp fuse and this time when we tried to start it the fuse didn't blow. What does that mean?

when you remove the relay it opens the circuit, meaning no electricity can pass through the circuit. this is preventing the fuse from popping.. if all wiring has been checked OK on the fuel pump circuit then the fuel pump itself may be bad causing fuse to blow constantly
