1989 Lincoln Town Car Wind shield wipers stopped !

The wind shield wipers on my sons car just stopped working.I can here the wiper motor working,but the wipers will not raise up unless you raise them up by hand,but they will go down by themselves.Are the motors shot,and do they need to be replaced,or is there some kind of relay,and how hard is it to replace them.
