1989 Lincoln Town Car Starter

The vehicle will not start. We get a clicking noise and the battery is fully charged. The starter solenoide was replaced as well as the starter being replaced. What else would cause this? We are perplexed!

Check ground cable do voltage drop test if more than .5V bad ground cable.
