wont start but if i turn belt a little it does manually turn serpentine belt it wont move much but car starts after wards

What happens before you turn the belt? does the relay click? Engine spin? Or nothing? Grinding sound?
And to turn the belt, are you using a wrench on the crank pulley? Put it in drive and roll a bit, then park and start it. I can only think maybe a dead spot or missing toothe or two on the flywheel?

You can try that, it's the crankshaft position sensor.
