WIndshield wipers not wiping

I have a 1998 Lincoln Navigator, about 174,000 miles. When I try to turn on the windshield wipers, I can see it barely move and then stop as if they still receive power. First the right wiper stopped wiping and then a few days later the left one stopped working. Is it the wiper motor that needs to be replaced or something else?

It would be odd for one to stop working then the other to stop working a couple days later, if there are 2 motors its a possibility but I have never seen that, I would check to see if the motor(s) are getting power first before you replace it/them
