1988 Lincoln Navigator Starter

I turn the ingnition but nothing happens. No noise or anything. The interior lights, headlights, A/C, Radio all work but the engine will not crank. Had the battery tested and it is fine. Do you think sarter or alternator? If starter. Where is it located?

It sounds like the starter. The starter is on the passenger side down low on the side in front of the transmission. I replaced my started about a year ago. Not a very tough job at all. Disconnect negative battery cable first. Get a repair manual, they help alot.
