Have recently purchased car ,excellent condition, old ladys car. Rides smooth and great at highway speed. On city streets and over bumpy pavement at lower speed, rides rough and is noisey over bumps or rail road tracks. What causes rough ride at low city speeds?

Check or replace the shocks, and inspect the front end parts and tires.
