2000 Lincoln LS Engine is rough when it rains

I have a 2000 Lincoln LS and it rides great except when it rains. When it rains, the engine begins to operate extremely rough and my check engine light will start blinking. At times, when I stop the vehicle while this is occurring, there is a sulfur like smell emanating from the vehicle. This ONLY happens when it rains regardless of the type of fuel that I use. What is happening and what can be done to fix it?

When it's dry, perform a moisture test by misting the ignition wires with water, if it runs rough, replace the wires.

If so make sure to use silicone dielectric grease on the ends and perform a carbon cleaning procedure when your done.
