1998 Lincoln Continental Hard to refuel vehicle

I was wondering why every time i go to the gas station it seems like after three or four seconds the pump stops like the tank is full???? I pull the nozzle out a little and i have to pump at a crawl in order for fuel to go into the tank??? Can you please help me and tell me what I can do to fix this?

There is a breather that follows the filler neck. It allows air to exit the tank as fuel enters. If it is plugged, then fuel can't enter. Check that and let me know what you find.
